Peer Review Process

All manuscripts submitted to Beijing Surveying and Mapping undergo a three step review process prior to publication: initial editorial screening, peer review by external experts, and final review by the Editor in Chief.

Initial Editorial Screening
The initial screening is the first check after submission. The handling editor evaluates whether the manuscript aligns with the journal’s aims and scope, whether its overall structure conforms to the standard format for scientific papers, and whether the content demonstrates innovation, topical relevance, and sufficient academic value in the relevant field. Manuscripts that pass this screening are then assigned to suitable external reviewers for peer review. At this stage, the handling editor is responsible for the initial assessment; manuscripts of poor quality or those that fall outside the journal’s scope are rejected without further review.

Peer Review by External Experts
Peer review is the most critical stage of the three step process. Our journal employs a single blind review system, in which the authors’ identities are concealed from the external reviewers, but the reviewers’ identities are known to the editorial office. Reviewers provide professional evaluations of the manuscript, including the novelty and timeliness of the topic, the innovativeness of the research, the correctness and level of the academic theory, and the value of the work as a reference for peers. These evaluations serve as a key basis for the acceptance decision. The single blind approach helps to mitigate potential bias related to the authors’ gender, institutional affiliation, or personal connections, thereby ensuring that the assessment is based primarily on academic quality.

Final Review by the Editor in Chief
The final review, conducted by the Editor in Chief or a Deputy Editor, is the last step in the three stage process and plays a decisive role in the overall quality and academic standards of the journal. This final review focuses on the political orientation (in line with national guidelines), academic integrity, and editorial production quality of the manuscript. The Editor in Chief thoroughly examines each manuscript to ensure that it meets all requirements before acceptance for publication.
